Consultancy on development finance
The specific objectives of the project are:
- Analysis of international best practice of catalytic and blended finance mechanisms, combining different sources of public and private development finance to contribute to SDG’s, designing relevant recommendations for Armenia
- Analysis of international best practice of sustainable fashion value chains implementation and financing as well as sustainable fashion finance instruments design to contribute to SDGs through coordinated action in the fashion sector, designing relevant recommendations for Armenia
- Overview and periodic reviews of financing context and outlook, existing structures, ongoing reforms and opportunities to strengthen financing policies and institutional structures in relation to the SDG-s finance.
- Collection of relevant data, policy documentation and analysis about existing relevant SDG finance policies, tools and instruments in Armenia.
- Support to INFF next building blocks implementation, particularly the INFF roadmap implementation, financing strategy design and financial dialogues.
- Support the Project to plan missions, consultations and strategic dialogues as needed, including arranging logistics and reaching out to stakeholders in the scope of SDG finance activities.

Pre funding assessment
The specific objectives of the pre-funding assessment are to:

Map Labour Inspection Workflows
As part of tis assignment, we have implemented:
- Review all documents (i.e. laws, regulations, directives, circulars, standard operating procedures, manuals, etc.),and ensure that the scope of work includes the entirety of provisions of the Armenian Labour Law and inspection activities;
- Facilitate or co-facilitate modelling and sketch sessions (virtually or in-person), with national and regional government labour inspection personnel and subject matter experts(external labour and/or administrative law experts) to identify, document, and map the labour inspection process
- Analyse the current labour inspection process with the objective of identifying if/how they can be made more efficient taking care to identify steps that are required by law and unchangeable, and steps that are legacy and modifiable;
- Analyse the current differences between different regions and or between the national authority and the regional authorities with the objective of identifying if/how they can be standardized;
- Present draft visual diagrams to national and regional labour inspection personnel (internal personnel of the labour inspectorate) for validation.
- Document an annotated version of the final visual diagrams, narrating each procedure.

Technical Assistance for Budget Support Programme “Support to Justice Sector Reforms in Armenia”
